国务院扶贫办、亚洲开发银行、江西省扶贫办和中国扶贫基金会共同在江西省开展有关“非政府组织和政府合作开展村级扶贫规划试点的技术援助项目（TA4580）”。该项目的主要目标是通过非政府组织参与实施政府资助的村级扶贫规划项目，创建和示范非政府组织参与政府扶贫项目的机制和模式，并为政府有关部门提供政策建议。
