Job Description – Program Manager
Job Title: Program Manager
Division: China Program
Position type: Full time based in Nanchang office and travel as required.
Reporting & working relationships: This position reports directly to the China Country Manager and will work closely with the FHF China country staff and International Program Team.

Role summary & time allocation
This is a Senior Management position, which means that the post holder also contributes to the development of the country program at policy and procedure levels both technical and administrative. As a supporting post to a growing organisation the duties and responsibilities are quite varied. The Program Manager will be responsible for guiding and developing the organisation’s capacity in a range of critical issues related to implementation of current projects through the project cycle and for providing support to development of new projects and activities in China.

PERSON SPECIFICATION
Essential
A. Master’s level qualification in project management, public health, or health administration;
B. 7 – 10 years experience in program development and management;
C. High-level negotiation expertise and communications skills;
D. Excellent communication, team-working and team leadership skills, with the ability to build good relations, both internally and externally;
E. Demonstrated experience at senior management/leadership level in a large public, private, or NGO related organisation;
F. Excellent organisational, planning, co-ordination and prioritisation skills;
G. Demonstrated understanding of development issues/philosophies;
H. Demonstrated experience in financial management of programs/projects;
I. Fluency in spoken and written English.
J. The job is only for Chinese citizen.
Desirable
A. A clinical or health service delivery background;
B. Experience in participatory planning and program design;
C. Knowledge of public health systems/stakeholders.
