Job Title: Shelter and Reconstruction Programme Officer
Unit/Dept/Delegation: IFRC – Shelter and Reconstruction Programme – Sichuan Earthquake Support Operation
Location: Chengdu City, Sichuan Province,with frequent travel to Deyang City
Reports to: The assigned delegate
Responsible for: Supporting overall Sichuan Earthquake Shelter Programme
Purpose:
The Program Officer will work with the Federation Shelter and Reconstruction team, the Red Cross Society of China Chapters (Sichuan, Deyang, Mianzhu and all respective levels), Branches and PNSs in successful implementing, monitoring and evaluation of the Sichuan Earthquake Shelter Programme.
 
The purpose of the operation is to restore and improve basic living conditions of communities affected by the May 2008 earthquake in Sichuan, China.
 
Key Tasks and Responsibilities:
 
Coordination, Cooperation and Strategic Partnerships:
·         Prepare for and coordinate weekly Shelter and Reconstruction Programme staff meetings
·         Coordinate and maintain weekly delegates meetings
·         Assist and support travel coordination for delegates, IFRC leadership, PNSs, and key RCSC staff for travel on behalf of the Shelter and Reconstruction Programme
·         Maintain organizational charts and contact information for the Shelter and Reconstruction Programme
·         When necessary, serve as a communication link to Red Cross partners, local government, and NGOs
 
International Representation and Advocacy:
·         Arrange logistics and meetings for IFRC leadership, PNSs, media, and other visitors to project sites
·         Maintain and update contact information and program information for INGOs, local NGOs, and others operating in the earthquake area
·         Maintain and update contact information of GoC agencies involved in the reconstruction and recovery process
·         Prepare for and coordinate any INGO or other coordination meetings
 
National Society Relations:
·         Prepare for and coordinate weekly or bi-weekly meetings with RCSC (Deyang and/or Mianzhu)
·         Actively participate in developing excellent relations between IFRC and local RCSC Branches at all times
 
Administration:
·         Responsible for directly managing office administrators in Deyang as well as the three Township Offices
·         Conduct daily administrative tasks for Shelter team
·         Collect and review travel forms, requisitions, program documents and other documents for Shelter designated delegate’s signature
 
Programme Management:
·         Be familiar with all aspects of the Shelter and Recovery Programme including logistics and administration
·         Organize field visits and accompany the Shelter and Reconstruction delegates to visit project sites
·         Provide additional assistance, research and support as needed
 
Reporting:
·         Accurately and efficiently provide information and translation to the Shelter team about all communication, meetings, published materials, reference materials and other related documents
·         Monitor local news about stories or information related to the reconstruction and recovery efforts in the earthquake affected areas. Collect and disseminate relevant, key articles during weekly staff meetings
·         Assist with preparing and translating information to support IFRC internal reporting procedures
 
Other Duties:
·         Translation of both written and spoken Mandarin (including Sichuan dialect) and English languages
·         Other tasks as assigned
 
Duties applicable to all staff:
1.       Actively work towards the achievement of the Secretariat’s goals.
2.       Abide by and work in accordance with the Red Cross/Red Crescent principles.
3.       Perform any other work related duties and responsibilities that may be assigned by the line manager.
 
Person Specification:
Education:
College degree in management, social science or related field
Experience:
At least 3 years working experience with preferably one year in an international context
Experience in the field of community development, non-profit work or project management
Experience of working for the Red Cross/Red Crescent Movement
Skills/Knowledge:
Excellent written and spoken English & Mandarin
Computer literate: Self-supporting in computer (Windows, spreadsheets, word processing, etc.)
Good communication skills
Good organization skills
