Introduction
Save the Children is the leading UK charity organisation working to create a better world for children. We work in over 70 countries (including the UK), helping children in the world’s most impoverished communities.
Save the Children UK’s work is underpinned by our commitment to make a reality of the rights of children, first spelt out by its founders and now enshrined in the UN Convention on the Rights of the Child. Save the Children UK’s Global Organisational Plan over the next five years identifies four key objectives which are:
* Health - Access to quality local health services
* Freedom from hunger - Local safety nets to reduce malnutrition
* Education - Access to and completion of quality, inclusive basic education
* Protection - Access to, and quality of, local and national protection systems
Save the Children UK relocated its China Programme Office from Hong Kong to Yunnan Province in September 1995. In 1999 the main representative office relocated to Beijing to enhance advocacy, networking and central government partnerships. In addition to the Beijing Director’s office, SCUK China Programme offices are located in Anhui, Yunnan, Tibet and Xinjiang. It has more than 125 staff and the annual budget is around RMB 35 million.
As one of the few child-focused international organisations working in China, Save the Children UK addresses the needs of the most marginalized children and young people through direct interventions, training programmes, research and advocacy work. We are working to support work in improving access to and quality of basic services for minority children, HIV/AIDS, and children without family care and protection.
Currently most of our work in China is in two main areas ?C education and protection. We have some community health work which will increase in the future. Over the last ten years we have also had a major focus on HIVAIDS work especially on prevention education in middle schools, developing multi-sectoral responses to the epidemic control and prevention and impact mitigation and most recently on developing a replicable model for the care and protection of children orphaned or whose lives have been made vulnerable by HIVAIDS.
Work is currently going on to develop our five year plan 2005-2010. We have developed so far two five year plans with the following goals:-
Education- All children in China have access to quality education, where they are protected and participate in its management and development .
Protection - To protect children in China from exploitation, violence, abuse and harm and improve their resilience and ability of self-protection. This will be done through development of integrated child protection services including support for appropriate legislation and national standards/guidelines and mechanisms for their enforcement/implementation .
We plan to register as a public fundraising foundation, Save the Children China, which will enable us to start fundraising in China. Save the Children UK has been committed to support the establishment of an independent and free-standing Save the Children China, a member of the International Save the Children Alliance. We believe this is in the best interests of children.
Job Purpose
To enforce grant management procedures for Save the Children’s Emergency Response in Sichuan. To ensure funding opportunities are maximised whilst minimising risks. Help the organisation accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance process.
Main responsible locations in where Save the Children works in Sichuan Province.
Key accountabilities
Internal Control
A. Enforce and monitor the implementation of Grant Management policy and/or procedure for Save the Children’s Emergency Response in Sichuan.
B. Follow up with Sichuan programme to ensure that they submit proposal and reports to our donors in a timely manner, and that the reports are of good quality.
C. Assist finance manager in the preparation of monthly/quarterly finance report.
D. Ensure timely recovery of funds from donors
E. Liaising with Key Donor Contact to follow up donor’s queries etc.
F. Assist in Programme staff and Finance staff in proposal writing.
G. Develop a monthly grant management report including donor information, funding status, reporting status, income status etc.
H. Managing the Funding Management System for all grants related to the Emergency Response in Sichuan, and ensure that the grant management information and reporting information is complete, accurate and timely.
I. Check and review financial reports and liaise with Country Finance Manager, provincial Finance Manager, and Programme Managers to identify any potential issues and risks.
J. Check, and review the donor contracts
K. Communicate donor compliance issues to budget holder, finance staff and other related people.
L. Work closely with Budget Holders in ensuring that all donor reports are submitted on time and in compliance with prescribed donor requirements and formats
M. Identify areas for improvement in grant management and contribute to future developments in systems and procedures in China Programme.
N. Well maintain and update the Grant File.
O. Other ad hoc tasks as needed.
Internal Audit role
A. Implement and monitor the improvements on Internal Audit recommendations on Grant Management.
B. Develop a work plan to carry out spot-checks on donor compliance.
C. Manage the process of meeting the annual audit requirements of certain donors and other ad hoc requests.

Essential
A. Bachelor degree in accounting, business, management, international development, or related field.
B. Minimum of two years work experience
C. Excellent analytical, planning, organizing and team building skills;
D. Mature and drive for client service excellence
E. An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting.
F. A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines.

The objective of the team of the Governance, Corporates and Child Rights
To position and prepare Save the Children for a proposed registration as a national organisation within the Save the Children Alliance. To lead work with corporates on fundraising and corporate social responsibility. To coordinate Save the Children’s child rights strategy, with special regard to children’s participation and the CRC China report due in 2010.
Job Purpose
To provide efficient and effective support to the developing Governance of the Save the Children programme in China
Key accountabilities
1) To provide effective support to the effectiveness of the Directors’ group and SMT.
2) To provide support the Country Director in external relations with senior officials in government, Embassies, donor agencies and NGOs in China.
To provide effective support to the operations of the Advisory Committee.
3) To support the Director for Governance, Corporates and Child Rights to build positive links with government, legislative bodies and the Save the Children Alliance to enable the smooth transition of the China Programme to Save the Children China.
4) To communicate the work of the above groups and activities as agreed with the Country Director and members of China senior team
5) To support the work of the Governance, Corporates and Child Rights Team as an active member

Person specification
Essential
1) Academic qualification or background in English or Public Relations would be desirable;
2) Above three years experience in a senior administrative role;
3) Outstanding English and Mandarin, both oral and in written; TEM-8 is preferable;
4) Strong communication and presentation skills dealing with corporate sectors, government partners and donors;
5) Proven experience and skills to write documents, produce accurate minutes of meetings, summarize the key points in a discussion and compose own documentation competently;
6) The ablility to facilitate interpretation work in meetings with senior officials;

Child Protection - level 1
The responsibilities of the post do not require the post holder to have one-to-one contact with children or young people. Any contact will be infrequent and in a support capacity and incidental to the role of the job.

The Post holder is required to committed to safeguard children at all times in accordance with Save the Children UK’s Child Protection Policy and Code of Conduct.
Terms and Conditions
The full terms and conditions are detailed in the Save the Children China Programme Human Resources Manual. All Save the Children staff is expected to comply with Save the Children policies and procedures as outlined in the Office Manual, HR Manual and any other Save the Children policy/procedure documents and to apply and represent Save the Children's values and principles at all times.
Duration of Contract
Initial two-year full-time contract. The post-holder is required to complete a probationary period of two months.
Working Hour
Save the Children has a five day working week, Monday to Friday inclusive.
Working hours are 9:00am to 12:00pm; 1.00pm to 5:00pm.
It will be necessary on some time to work in excess of working hours. Time in lieu can be taken for any overtime work as arranged.
Leave
Twenty working days per year of paid leave, this will be taken after the completion of probationary period.
Salary
This post will be on salary scale 3B.1, in total RMB 8073 per month before tax.
Income tax is deducted at source and paid by Save the Children to the local tax office.
