Post Title:                         Financial Officer, Country Office Support Unit (COSU)
Grade:                              Service Contract, equivalent to NOA/B
Duration:                           One Year (renewable)
Supervisor:                       COSU Director
Duty Station:                     State Environmental Protection Administration (SEPA), Beijing, China 


II. Organizational Context


The EU-China Biodiversity Programme (ECBP) is a EUR 50 million joint initiative of the European Commission (EC), UNDP China and the State Environment Protection Administration (SEPA) to enhance China’s implementation of the UN Convention on Biological Diversity through improved environmental governance at national and local levels. ECBP was launched officially on May 22, 2006, and a total of 18 local field projects have been selected under ECBP. To take charge of the contractual, financial and technical management and monitoring of these local field projects under ECBP, UNDP has recruited a team of experts to form a UNDP Country Office Support Unit (COSU) which currently consist of COSU Director, Project Manager, Project Monitoring Officer and Administrative Assistant.


We are now looking for one more person to join COSU, a small but productive and hard-working team, as the Financial Officer. The Financial Officer will be responsible for financial management to the 18 local field projects financed under ECBP and assisting programme activities of COSU under the direct supervision and technical guidance of the COSU Director, This will include support to the COSU Director and the COSU as a team for:
• Daily financial and administrative supports to the Field Projects,
• Financial monitoring of Field Projects,
• Evaluating and guiding Field Projects in financial reporting and budgeting,
• Administrative aspects of Field Project Documents and related contracts,
• Managing Field Projects through UNDP financial system,
• Proceeding Field Projects’ advance payments and all financial management related issues with UNDP China,
• Developing Field Projects auditing plan, cooperating with independent auditor and managing follow up issues,
• Overall coordination and assistance to the COSU Director and the Manager to implementation of the Field Projects.


The Financial Officer analyzes financial delivery trends related to ECBP Field Projects implementation, leads financial evaluation of activities and provides services to ensure effective delivery rates.
