Established in Hong Kong in 1970, the Agency for Volunteer Service (AVS) aims to promote civil society and a caring community through the development of sustainable volunteerism. Its referral service matches individuals wishing to volunteer with organisations in Hong Kong through a database of over 8,000 volunteers. As a cooperating organisation of the United Nations Volunteers, AVS also recruits qualified professionals to provide expert service and support sustainable development in developing countries.

AVS established a Volunteer Training and Development Centre in early 2003 to provide a wide range of training programmes to support volunteers and volunteer users in services. The Centre also houses a resource library, with a wide collection of literature on volunteerism worldwide.

Services were delivered to 12 schools, mainly in the mountainous north of Guangdong province in 2004 and expanded to Chongqing this year.

In cooperation with other organizations, AVS host several exchange programmes at different level. The most recent one is to receive a volunteer management delegation from mainland China in August. In 2004, it held the Youth Volunteer Exchange—Guangzhou, Hong Kong and Macau programme.

In 2003, AVS’s total budget was HKD 14.4 million. This came mainly through subventions from the Hong Kong Special Administrative Region government (32.6%), and contributions from the Community Chest of Hong Kong (22.3%) and the Social Welfare Department (9%) and the Hong Kong Jockey Club Charities Trust.
