Founded in 1959, the Society grew rapidly to become a major provider of services for disabled people in Hong Kong. It has established rehabilitation centres, day-care centres, information and resource services, and outreach services such as transport for people with disabilities. It also manages an employment fund to help businesses adapt workplaces in order to employ people with disabilities.
From 1989 to 1997 the Society collaborated with Wuhan’s Tongji Medical University and Anhui Medical University to design and teach one- and two-year courses in applied rehabilitation for medical professionals. More than 500 people graduated from these courses. In 2003, the Society began a rolling programme of shorter courses for county-level health and social workers, in collaboration with the China Disabled Person’s Federation. The project expects to stimulate the growth of community-based rehabilitation services by training a total of 450 key, county-level staff in at least nine provinces. Five different courses are offered: rehabilitation for children with disabilities; rehabilitation for people with physical disabilities; rehabilitation for people with cognitive disabilities; training for people with visual disabilities, and vocational rehabilitation. Trainees are encouraged to apply and share their new skills with others in outreach programmes for the very many disabled people who can benefit from simple and low-cost rehabilitation therapies. Many of the short-course instructors are graduates from the earlier courses in Wuhan and Anhui.
For many years HKSR has also been offering training and support services to orphanage staff, with particular attention to the needs of children with cerebral palsy. Since 2002, the Society has been worked with the Civil Affairs College and Beijing Child Welfare Institute (orphanage) to offer a diploma course in child welfare and rehabilitation. Seventy percent of participating students are government social welfare staff, and the other 30% work in NGOs. Students attend two, seven-week courses, with an intervening period doing assignments in their home institutions.
For its work in Hong Kong the Society receives subventions from the HK government, and grants from the Hong Kong Jockey Club, Community Chest and Lotteries Fund. Work on the mainland is supported by private donors, including the Kadoorie Foundation, Miseeror, Hong Kong Bank Foundation, and the Ing Mei Orphanage Fund.
