In 2002, a group of Chinese and American Deaf professionals came together in a series of informal discussions to assess the needs and scope for development of China’s Deaf community. These discussions led to a call for self-mobilisation -- Deaf people serving the needs of Deaf people -- as the cardinal principle of programmes to serve the Deaf in China and elsewhere.

DeafbyDeaf was incorporated in the United States in 2004. It seeks to promote excellence in Deaf education, respect for Deaf cultures and (sign) languages, and thoughtful collective action in accessing and contibuting to larger society.

The new organisation has taken on a number of small projects initiated by its founders. These have included several teacher training seminars, in China, on bi-lingual, bi-cultural education methods and strategies; the placement of foreign Deaf teachers for one year’s service in primary and secondary schools and colleges; free computer literacy and English and American Sign Language classes for Chinese Deaf adults; development of foreign language teaching materials to help Deaf Chinese students meet their English as foreign language requirement, and facilitation of job placements for Deaf people. In addtion, group members have established cooperative relationships with major universities serving the Deaf in the USA, arranged for the funding of translations of Deaf educational and research materials; and published several position statements representing the objectives and concerns of China’s Deaf leadership.

DeafbyDeaf is now actively seeking partnerships and funding to expand its work. It hopes to establish an international Deaf community development centre in China, support the placement of foreign teachers in Deaf schools, carry out parent/teacher workshops in Deaf education and culture (in tandem with a nationwide tour of an exhibition on deaf culture and history), and develop inforamtion technology aids for literacy.

DeafbyDeaf is committed to applying lessons learned n China to Deaf development in other countries, with due respect for cultural distinctions.


DeafbyDeaf hopes to mobilise funding from international development agencies, in addition to the support it receives from individuals in the Deaf community.
