Founded in 1973, PSI works in more than sixty countries to increase access to health care products, services and information and thus enable low income and vulnerable people to lead healthier lives. PSI provides family planning services and public health products such as condoms, anti-malarial drugs, micronutrient supplements and oral re-hydration salts (to alleviate diarrhoea). The organisation consciously seeks to blend business and charitable approaches in its ‘social marketing’ of this merchandise. The aim is to bring much-needed health care products into new markets, with supporting health information and education campaigns, in businesslike ways that can achieve long term sustainability by recovering costs through sales.

In Kunming, the capital city of Yunnan Province, PSI is engaged in condom social marketing and the promotion of safe drug injection methods, with the aim of reducing the spread of HIV/AIDS in high-risk groups like injecting drug users and female sex workers. A drop-in centre has been established for current and former injecting drug users who are offered services including counselling, information on safer drug injection practices, and access to low-cost condoms. The centre also holds training workshops and classes on HIV/AIDS transmission and prevention, and facilitates mutual support groups.

In Guangxi, PSI is starting work with other NGOs on development of a needle exchange system for injecting drug users. This will give drug users access to new syringes, to avoid the risk of HIV transmission through sharing of needles.

PSI is also planning condom social marketing and information campaigns in the areas of Yunnan that border Burma/Myanmar, and Vietnam. These campaigns will be mainly aimed at the high-risk groups and will focus on karaoke clubs, massage parlours and hair dressing salons. Condoms will be made available in outlets near the hot spots to encourage broader access. Female condoms, an innovative product, will be introduced as an alternative protection for female sex workers who have difficulty persuading male clients to wear a condom. Coco Lee, the famous Asian pop star, is starring in television videos designed to impart basic HIV knowledge to the general public and reduce stigma against those living with HIV/AIDS.


PSI’s total worldwide income in 2003 was USD 204 million. Slightly more than half of this was in the form of US government grants; 30% came from the governments of other countries, 7% from multilateral agencies, and around 5% from private foundations and corporations. PSI’s work in China has been mainly funded by the US Government Agency for International Development and the British Government Department for International Development.
