Founded in the early 1950s by a group of Hong Kong Christians, this organisation was originally known as Hong Kong Christian Aid to Refugees. It provided assistance and social services to migrants coming in to Hong Kong from China and elsewhere. This tradition continued into the 1980s, when it was a major provider of services to Vietnamese ‘boat people’ in Hong Kong refugee camps. In 1994, the organisation changed its name to Christian Action, and started to work more broadly in social service for disadvantaged groups. For example, it has run vocational re-training courses for laid off workers in Hong Kong, and collections of second hand clothes for distribution to orphans, elderly people, and the children of newly arrived immigrants to Hong Kong. It has also continued to arrange ‘transitional initiation’ training courses to help the children of newly arrived immigrants to Hong Kong, including non-Chinese speaking South Asians.

From the late 1990s, Christian Action began to work on the Chinese mainland, notably in Qinghai Province. In 1998 it reached an agreement with the Civil Affairs Bureau of Xining (the capital city of Qinghai) to take over management of the Xining Child Welfare Institute (orphanage), and has since invested substantially in improving the institution’s training, facilities and care practices.

Christian Action has also undertaken a number of rural and social development projects in rural areas of Qinghai. These have included building 400 houses for semi-nomadic Tibetans, a dental care programme, and the building of three schools.

Begining in 2007, Christian Action will partner with the local government to set up the first Xining Children’s Rehabilitation Centre to cater for disabled children in the Xining Children’s Home, and to help and support the disabled children and their families in the community. The aims of this Centre are to arouse public awareness about disability and rehabilitation in Qinghai Province, and to decrease the abandonment rate of disabled children.

This organization is funded by subventions from the Hong Kong government, local and overseas churches, fundraising activities, corporate and individual donations. Work in China has been supported by the S K Yee Medical Foundation and the Hong Kong Lions Club.
