Founded in 1947, the Council is the umbrella organisation of over 200 voluntary welfare organisations, service clubs and community groups.
Around 90 per cent of Hong Kong’s non-profit social welfare organisations and community groups are members of this umbrella organisation.
The Council has long been promoting exchange between social welfare agencies in Hong Kong and those on the mainland by organising joint conferences, training opportunities for mainland social welfare professionals, and hosting visits to Hong Kong by mainland policymakers.
With the increased economic integration between Hong Kong and the mainland, the Council is keen to promote regional partnership and cooperation with relevant government offices, NGOs and other stakeholders from other professional sectors. It aims to do this through training and policy dialogue, not only social welfare and social work, but also in various fields relevant to social and economic development in the Pearl River Delta region, including civil society development and corporate social responsibility.
The Council is funded by the Hong Kong Government, Hong Kong Community Chest, Hong Kong Jockey Club, other local charities, and membership fees.
