A group of American communications professionals, who had been giving free advice to non-profit, social activist groups working on causes such as opposition to the Vietnam war, established the Public Media Center in 1974. It has since helped hundreds of organisations with strategic communications campaigns. These range from public education programmes on issues such as AIDS prevention to campaigns to persuade the tuna fishing industry to adopt ‘dolphin friendly’ fishing techniques. Assistance has been given to organisations, in the United States and overseas, working in the fields of environment protection, public health, reproductive health, media accountability, education, social justice and civil rights. Services may be as modest as designing a logo, or as extensive as creating an entire media campaign. This may involve, variously, creating public education posters for placing next to bus-stops, full-page advertisements for placement in national newspapers such as the New York Times, the production of special press briefing kits and special reports on key topics of public interest.

Arising out of its work in America with reproductive health organisations such as Planned Parenthood, from 1986—1998, PMC created and implemented a USD 3 million ‘Advanced Leadership Program’ for senior staff in China’s family planning system. This included training, study and exposure tours to enhance the capacity of key professionals to move the system towards the principles articulated by the 1994 Cairo Population Conference. The programme was funded by Gates, Soros, Ford, MacArthur and Turner Foundations, and UNFPA.

Complementary, capacity building and communications support work was also given to Chinese reproductive health NGOs, including the China Family Planning Association, the China Population Welfare Foundation and the China AIDS Network. In addition, PMC has provided Global Village of Beijing with external media strategy support in the US and Europe, including the development mand facilitation of US and European funding support.

For the last four years, the Public Media Center has also provided pro bono technical and financial management support to China Development Brief (the publisher of this directory).


PMC obtains about 80% of its income from fees for the services it provides to non-profit organisations. It raises the remaining 20% in grants from private foundations and, on occasion, government grant making facilities.
