This foundation is affiliated to Germany’s Christian Democrat Union. In China it partners mainly with the Chinese Academy of Social Sciences, but also collaborates in research and educational activities with universities, government agencies and research centers all over the country. Work is concentrated on five main issues:

Legal Reform Since 1997, work in this field has focused on administrative and property law, as well as the modernization of criminal law. Future emphasis will focus mainly on anti-cartel legislation and the audit of the constitutionality of laws and statues.

Social Transformation The foundation supports activities to promote Sino-German dialogue on the role of political parties and to embed the principles of democracy in lower administrative levels (eg, through village elections).

Economic Development In 1992, the foundation established a Sino–German Management Institute in cooperation with the Northwest University in Xi’an, to provide management training and support the development of small and medium-sized enterprises. Other projects, with the Shaanxi Women’s Federation, are designed to promote the role of women in poverty alleviation, mainly through income-generation projects.

Foreign and Security Policy The foundation holds conferences where political leaders from Europe and China exchange views on foreign policy and security issues. It also supports some training activities in these fields for young Chinese experts.

Media The foundations engages with research institutes, government officials, business and media managers in exchange activities and discussions about the role of the communications media in an information society.


In common with other foundations affiliated to political parties in Germany , KAS receives an annual appropriation from the Federal Ministry of Economic Cooperation and Development.
