The Institute was created in 1983, as one of four organisations established under the umbrella of the US government funded National Endowment for Democracy (see separate entry). At first it worked mainly in Latin America, but has since also developed programmes across Africa, Asia (including Russia), Central and Eastern Europe.
In China, IRI has worked in three main fields:
Electoral reform Starting with observation of village elections in 1994, IRI has gone on to provide technical assistance and training of election officials and monitors. Since 1996 it has also provided training for newly elected village committees in governance, financial management and economic development. In 2002 it began a programme to promote women’s political participation in rural areas, through training for grass roots women’s leaders. The institute has also sponsored a number of conferences, on topics such as competitive election campaigning, multi-party politics, and women’s political participation.
Legislative Reform Since 1993 IRI has provided technical assistance to the National People’s Congress Finance and Economics Committee during the drafting of business and financial legislation. The Institute has also sponsored several study tours to the United States for NPC staff, and conferences in China on topics such as corporate governance and employee stock ownership.
Legal Reform Complementary to its assistance in drafting new laws in business and finance, IRI has supported technical training programmes for judges and other legal professionals to improve the implementation of these laws. More recently, the Institute has worked to support the development of China’s legal aid system by arranging overseas study tours and in-country training for Chinese legal aid experts.
IRI receives government funds channelled through the National Endowment for Democracy. Programmes in some countries (but not China) are funded US Agency for International Development. The Institute also receives donations and grants from individuals, corporations and foundations.
