The Japanese Confederation of Trade Unions created this foundation in 1989 to promote international exchange and cooperation in industrial relations. In China, JILAF works through the All China Federation of Trade Unions (ACFTU).
Invitation Programs: JILAF invites trade union leaders from overseas for training in Japan. In 14 years, more than 1,600 from 97 countries have received such training. In 2004, JILAF hosted representatives from ACFTU, the Hong Kong Federation of Trade Unions, and the Hongkong and Kowloon Trades Union Council.
Field Projects: JILAF provides support for educational and social development activities conducted locally by trade unions in developing countries. As part of a field project in China, in 2001 JILAF hosted seminars on labour-management relations under market economy in Chongqing and Nanning.
JILAF provides assistance to enable young trade union leaders in developing countries to receive training abroad. In cooperation with related organizations, JILAF holds labor-related seminars and symposiums in Japan and other countries. JILAF conducts research and publishes documents on labor issues, such as the book Labor Situations of the World.
In FY 2003, JILAF’s total income was JPY 477,675,842. JPY 25,519,401 of this was interest on endowments and 107,200,000 was contributed by Japanese trade unions and government agencies.
