For a general introduction to the global Red Cross movement, see entry for International Federation of Red Cross and Red Crescent Societies.

The Hong Kong Red Cross was established in 1950 as a branch of the British Red Cross Society. It grew rapidly to become a major provider of medical and related services in Hong Kong. These services include collection of blood donations; residential care and special education for young people with disabilities; loan of medical equipment to patients; first aid training for industrial workers and health care training courses for care staff in residential institutions; tracing services for families that have become separated, and emergency relief following natural disasters. In 1997, the HK Red Cross changed its affiliation to become a branch of the Red Cross Society of China.

Over the last 15 years, HK Red Cross has been a major partner of the China Red Cross Society in relief and rehabilitation efforts following natural disasters on the Chinese mainland. The Hong Kong public donates generously to fundraising appeals following floods, typhoons, earthquakes and snow disasters, and the close relationship with the mainland health authorities has enabled the Hong Kong Red Cross to respond rapidly with material, logistical and technical support

From the mid 90s, HKRC has supported numerous projects to prepare communities at risk for possible natural disasters, and to strengthen the capacity of local authorities to respond to them. Work of this kind is currently taking place in Jiangxi, Henan, Xinjiang, Inner Mongolia, Yunnan and Hunan.

HKRC is also working with local Red Cross societies in Beijing, Guizhou and Heilongjiang to promote the safe collection of non-remunerated blood donations.

Youth exchange projects, mainly in Guangdong, were launched in 1996, and 2002 saw the start of an HIV-AIDS peer education programme in Yunnan.

In 2002/2003, HKRC’s total income was HKD 366 million. For its work in Hong Kong, the Red Cross receives subventions from the SAR government and allocations from the Hong Kong Community Chest and Lotteries Fund, along with donations from private individuals and companies. Disaster relief work in China is funded mainly through donations from the Hong Kong public, sometimes supplemented by government grants.
