Former President of the USA, William J. Clinton, established this foundation in 1997, following a precedent set by fellow Democrat and former President, Jimmy Carter, whose Carter Centre is also profiled in this listing.
In its early years, the foundation raised funds to establish a USD 164 million Clinton Presidential Center and Park in Little Rock, Arkansas. This opened in 2004. It comprises the Clinton Presidential Library and Archive and the Clinton School of Public Service attached to the University of Arkansas.
The foundation has also begun work, both in the United States and abroad, on four major thematic areas: "economic empowerment," "leadership development and citizen services," "racial, ethnic and religious reconciliation" and "health security, with an emphasis on HIV/AIDS."
It is in the last of these fields—HIV/AIDS—that the foundation has made its largest international mark, with President Clinton throwing his personal weight behind fundraising, networking and advocacy efforts to advance the global response to the epidemic and, in particular, to develop effective care and treatment programmes.
As of January 2006, the foundation had facilitated discounted anti-retroviral (ARV) treatment for 183,000 HIV-positive people—most of them children—in 48 countries. It is also working in 19 countries to develop comprehensive care and treatment programmes.
China became one of those countries in 2004, following the signing of a memorandum of understanding with the Ministry of Health. Since that time the foundation has worked with the Chinese authorities to develop replicable models of care and treatment.
Since 2004, the foundation has supported ARV treatment for HIV-positive children in Henan Province. It has also developed laboratory capacity building programmes to improve laboratory testing and procedures; provided training and mentoring for health workers and technicians, and developed training manuals and protocol guidelines in collaboration with the Ministry of Health and Centre for Disease Control. Other initiatives include work to increase procurement of ARVs, to expand paediatric care, to integrate testing into TB clinics and to support community health education.
From June 2005, following an agreement with the government of Yunnan Province, the foundation has begun to develop treatment models in Yunnan for high risk groups, including injecting drug users and commercial sex workers.
At the end of 2004, the Clinton Foundation had net assets of approximately USD 80 million. During 2004, it raised funds totaling USD 57 million. Donors have included the Saudi Royal Family, the governments of Dubai, Kuwait and Qatar and the film director, Steven Spielberg.
