Surmang is an almost entirely ethnic Tibetan county of Yushu Prefecture in Qinghai Province. An American who visited this remote and poverty- stricken area in 1987 went on to establish the Surmang Foundation, which is also known as ‘Friends of Surmang’.
The Foundation helped to build a school and two clinics, combining Tibetan architectural principles with environmentally efficient ‘passive solar’ techniques. The Foundation has since supported the operation of the clinics, which are staffed by local Tibetan doctors trained in both Western and traditional Tibetan medicine. An ‘integrated health promotion initiative’, which began in 2003, is now attempting to make these two clinics the hub of a training network for health workers and community representatives from neigbhouring areas. In view of the remoteness of the region, the project aims to use modern information and communication technologies, including Internet, CDs and DVD, to deliver health worker training and health education programmes, and to link remote clinics with medical professionals in Yushu and Beijing who can advise on diagnosis and treatment.
The Surmang Foundation also provides material support for a number of destitute, elderly people who have outlived their spouses or children and have no other means of support.
More recently in cooperation with the Chinese Government and several hospitals, the Surmang Foundation is currently expanding its mission to address the lack of access to basic services among residents of rural, western China and the lack of capacity of the local medical providers. This pilot project hopes to create a solution by rolling out a network of remote providers for IT-based distance medical education and remote diagnosis and referral. The pilot program began in 2005 with the opening of an archive of all Tibetan and Chinese language health promotion materials. In 2006, a satellite dish was added to the Surmang campus.
As of December 2006, Surmang has treated over 60,000 patients for free and supports two local Tibetan doctors, Phuntsok Dongdrup and Sonam Drogha. Surmang is also a member of the American Chamber of Commerce, China, as well as the European Chamber of Commerce, China.

The Surmang Foundation’s work has been sustained largely through the efforts of expatriate volunteers and local partners, rather than financial contributions. The Foundation has received funds from private individuals and small grants from other foundations and donor agencies.
