Registered as a non profit organisation in Canada in 1998, Plateau Perspectives was founded to improve living conditions of local people and to protect wildlife and ecology on the Tibetan Plateau. So far it has worked mainly in Qinghai’s Yushu Prefecture, especially Zhiduo County, where it has a close relationship with the county government and a local NGO, the Upper Yangtze Organisation (UYO).

From 1999 to 2004, Plateau Perspectives, the University of Montreal and local health authorities collaborated in a public health research project to assess the health status and risk factors of nomad communities in Zhiduo, Qumalai and Zaduo counties.

Meanwhile, Plateau Perspectives has supported training of village and township health workers in both classroom and field settings. It has also helped to establish tent schools in remote nomad areas, and worked with UYO to develop environmental education programs and hold teacher training workshops. These joint activities have led to the setting up of township level protected areas and environment protection committees run by nomadic communities.

In August 2003 Plateau Perspectives signed an agreement with the Zhiduo County government and the UYO to continue its support for community health, education and environment activities over a five-year ‘Yangtze Headwaters Sustainable Development Project.’

As of January, 2007, plans were in effect to continue work in Zhiduo county. There are also plans to focus on environmental protection especially in Sanjiangyuan national nature reserve.


Plateau Perspectives’ funding has come from individual supporters and grants from private trusts. The health research project in Yushu was funded by a Canadian government research grant.
