Ecolinx was founded in California in 2002 with the express purpose of helping China—which it describes as "the ‘environmental keystone’ in the Global Warming conundrum"—to address is sustainable energy challenges. The foundation’s boards of directors and advisors draw together leading sector specialists in law, environmental science and energy policy, including several senior staff of the California Energy Commission.

The foundation provides capacity building assistance to Chinese academic and government institutes, organising conferences and workshops and promoting research partnerships and exchange in energy and climate change policy.

Taking a cue from the 2003 Environmental Impact Assessment Law (which creates a legal requirement and framework for public participation in environmental decision making in China), Ecolinx has also helped to organise and facilitate a series of training workshops for local Environment Protection Bureau officials, aimed at building their capacity to put ‘public participation’ into practice. Over the last two years, these workshops have taken place in Kunming, Guiyang and Harbin, drawing officials, EIA consultants and (in some cases) NGOs from neighbouring provinces. A further workshop of this kind is scheduled to take place in Urumqi in July 2006.

Ecolinx is also facilitating a series of workshops and roundtables for senior State Environment Protection Agency officials who will visit Washington DC and California in November 2006.

The EcoLinx Foundation raises funds from individuals and institutions, and is also cross-subsidised by revenue from marketing environmentally friendly products through an associate company Ecolinx Inc.
