Senior US educational and political leaders established the Institute in 1919, during the aftermath of World War I. They believed that educational exchange was an important way to foster international understanding, and thus secure lasting peace. In its early years, the Institute organised student and teacher exchanges between the United States and Europe. Links and exchange programmes with Latin America began in the 1940s, and since then the Institute has extended its work to developing countries in Asia and Africa, as well as Russia and Eastern Europe.

The Institute works primarily by administering scholarship and educational exchange programmes funded by other agencies. Each year, nearly 20,000 men and women from 170 countries take part in some 240 programmes administered by IIE. These programmes are funded by government and multilateral agencies, private foundations, and corporations.

In China, IIE currently manages the following programmes that are designed to support postgraduate research and international educational exchange, largely in the social sciences and humanities.

The Fulbright Research Program, funded by the US State Department, brings over 40 American college graduates, graduate students and scholars to China each year to conduct research.

The ASIA Fellows Program, funded by the Asian Scholarships Foundation. This annual research funding competition for young and mid-career Asian scholars, policy makers, journalists and media professionals, provides support for successful applicants to study and conduct research in a participating Asian country for up to nine months.

The International Fellowships Program, funded by the Ford Foundation. This annual funding competition actively seeks candidates from social groups and communities that lack systematic access to higher education. It provides support for up to three years of graduate-level study leading to a masters or doctoral degree.


Each year, IIE administers scholarship and exchange programmes worth USD 140million. The Institute’s operating costs are covered by the sponsors of these programmes.
