Established in 1977 in the German state of Bremen, BORDA has projects throughout Asia and has worked in China since 1987 from a regional office in Vietnam.
The organisation describes itself as “focusing on development cooperations that aim to provide sustainable and environmentally sound services for basic needs to disadvantaged segments of society.” Specifically, BORDA has to date specialised in the development of appropriate technologies in water supply, solid waste and wastewater management, and renewable energy.
In China, during the early 1990s, BORDA concentrated on the introduction of a hydraulic ram pump—based on an 18th century design by the brothers Montgolfier of ballooning fame—that lifts water by pressure to a reservoir whence it can be distributed by gravity without relying on electric pumps. This is a technology that BORDA feels to be of particular value in remote, mountainous regions. In a pilot phase, drinking water supply systems using the hydraulic ram technology were installed in several dozen villages in southern Zhejiang and applied to several irrigation systems at several sites in rural Sichuan. BORDA has since helped to establish a hydraulic ram pump factory in Lishui, Zhejiang, and cooperation with partners in Zhejiang has led to the establishment of a BORDA sub-office there.
More recently, BORDA has also been working to develop custom-made, appropriate and cost-effective wastewater treatment systems. Pilots are underway in Shanghai and Yunnan.
In addition, BORDA is engaged in research and development of biogas plants that, rather than simply providing energy for lighting and cooking in individual households, use the gas emitted by piggeries to run small plants such as distilleries.
As well as developing and refining technologies, BORDA thinks about market mechanisms for encouraging their uptake. This includes capacity building for the establishment of local production centres, and the organisation has also explored the possibility of creating loan programmes to make it easier for end-users to finance the installation of new technologies.
Although it is an independent, non-profit organisation, BORDA receives financial support from the state of Bremen (which, under Germany’s federal system, makes its own allocations for overseas aid projects), and also from BMZ, the German Federal (National) Ministry for Economic Cooperation and Development. It also applies for grant funding from the European Union and other institutional donors such as UNDP and the World Bank.
