Established in May 2001 by the Kadoorie Foundation in Hong Kong, this organisation aims to strengthen local communities as actors in their own development, and seeks partnerships with people and groups who can facilitate this process. PCD both makes grants to partner organizations and works directly with them to implement projects.

Current activities include sustainable livelihood programmes in four counties of South West China (Xiao Jin and Gong counties, Sichuan Province, Weining and Wangmo counties, Guizhou Province). These begin by training village representatives in participatory development approaches, and then provide small grants to fund small-scale, locally managed community development projects in areas such as water and sanitation, health, ecologicial restoration, and sustainable agriculture.

In Guangxi Zhuang Autonomous Region, PCD has supported skills training for provincial and county level community development workers, as well as funding small-scale community development initiatives. It has also supported research in Guangxi and Guizhou to document case studies of rural communities that achieve sustainable livelihoods with minimal external resources or interventions.

In Yunnan, PCD has funded a project in Shiping County to mobilise and train community health volunteers who manage small Community Development Funds. This project also includes gender sensitive sex education training for local teachers. In Pu’er, Shuangjiang and Weishan counties, PCD supports a school-based nutrition enhancement program implemented by Save the Children UK.

PCD also works to support and build the skills of China’s emerging NGO community. It has sponsored an NGO capacity building programme in Shanghai, implemented by a local NGO, Greenroots Power, with the China NPO Network; training of community development facilitators who work with the Yan Yangchu Popular Education and Rural Construction Committee; and a discussion forum hosted by Brooks of Beijing.

PCD also supports a Community Support Network for migrant workers in Guangzhou who have suffered injuries in industrial accidents. The project helps accident victims to access rehabilitation services and vocational re-training so that they can re-integrate into their communities; and also conducts workplace trainings in occupational health and safety training
