Established in 1983, HelpAge campaigns with and on behalf of the world’s older population and raises public awareness of issues relating to ageing. It provides technical support and small grants to the network affiliates and/or older people’s organizations. HelpAge International is a global network of over 60 not-for-profit organizations, enabling members to support each other and share skills and experience

HelpAge began its work in China mainly through its Asia Training Centre on Ageing (ATCOA), based in Chiang Mai, Thailand. During the 1990s ATCOA worked with medical universities and other health training institutions in China to offering training courses related to the care of older people to health and social care professionals and service providers. Several hundreds people engaged in age-care work in China have been trained in the last six years. Chinese alumni from these courses have in turn run several short courses in China and also initiated pilot projects on health and social care for older people.

Participatory research undertaken in three ethnic minority communities in Sichuan province in the year 2001 proved to be a turning point in the history of HelpAge’s programme in China. The research focused on the situations and concerns of older people in these marginalized communities and also highlighted their capacities and contributions to the well being of their families and communities. This led to a project in that combines poverty alleviation and health care promotion for poor older people and their communities in three provinces of Western China. The three year project, officially launched in 2003, covers 35 communities in 10 counties of Shaanxi, Sichuan and Hunan. The project includes training for health care providers and helping older people to form self-help organisations, and provides them with seed money for poverty alleviation projects,


HelpAge International’s work in China is currently funded by the organisation’s own resources, and by grants from the European Commission, the British government’s Department for International Development.
