This organisation takes its name from a Belgian Catholic priest, Father Damien, who in the 1860s contracted leprosy while working in leper colonies in the Pacific islands. The foundation was established a hundred years later, in 1964, as a coalition of Belgian organisations working to control leprosy and to aid those who had been disabled by the disease. In recent years, as leprosy moves closer towards worldwide eradication, the Damien Foundation has begun to work on prevention and control of other contagious diseases, notably, in China, tuberculosis.

The foundation continues to work with people affected by leprosy (畸残患者) in Tibet and Guangxi. It supports physical rehabilitation programmes, and works to prevent disability among people who, although cured of leprosy, are prone to injuring themselves because they have lost sensation in their hands and feet. Work includes training of health care professionals and development of IEC(知识、教育与交流,即健康教育)materials, along with the supply of equipment and medicines.

The Damien Foundation has also overseen DFB tuberculosis control programmes in Tibet, Inner Mongolia and Qinghai. These aim to increase the early detection of TB cases, and to enrol people in effect courses treatment programmes known as DOTS (Directly Observed Treatment Short course直接面视下短程化疗). The foundation has contributed technical assistance,
training, supervision, monitoring, evaluation and development of IEC materials along with supplies of equipment, drugs and laboratory apparatus.

In 2003, the Damien Foundation’s total income was EUR 12.85 million. Local supporter groups in Belgium raised and donated 51.7% of the total. 26.3% came in grants from the Belgian government. 8.6% was left in bequests to the organisation. 6.3% came from European Union grants, and 3.8% from other international NGOs.
