Former US President, Jimmy Carter, and his wife, Rosalynn, created the Center in 1982 and continue to serve as, respectively, Chair and Vice Chair of its board. Built with donations from private individuals, foundations and corporations, the Center has around 150 professional staff to oversee its global programmes. Former President Carter himself is a familiar figure in national election monitoring around the globe, but the Center also works in many countries to bring divided communities closer together, to strengthen the rule of law and the protection of human rights, to support the development of civil society, and to support a wide range of public health programmes.
From 1987-1992, the Carter Center worked with the China Disabled Person’s Federation on a Special Education teacher-training programme in which 9,000 teachers participated. The Center also helped establish a prosthetics centre and research institute in Beijing, to design and manufacture artificial limbs and appropriate tools for people with disabilities.
Since 1997, the Center has worked closely with the Ministry of Civil Affairs to observe and strengthen the implementation of village committee elections in China. This long-term collaboration has involved:
Support for computerised collection of election data
Seminars and conferences on election processes
Extensive training of election officials
Study tours to the US for senior Civil Affairs staff
Assistance in developing appropriate civic education materials
Piloting of new electoral methods at township level
Commissioning of numerous research reports
In addition, in 2002 the project established a bilingual website, www.chinaelections.org , that has since served as a major information portal both for Chinese officials and for scholars interested in this topic.
The Carter Center’s operating budget, around USD 36 million per year, comes from private supporters, foundation grants, and grants from multilateral development agencies.
