The Heinrich Böll Foundation is one of six publicly funded political foundations in Germany. It is associated with Germany’s Green Party, of which Böll (1917-1985), a Nobel prize-winning author and environmental advocate, was an early supporter. The foundation, however, is legally autonomous.
Its foremost task is political education in Germany and abroad, promoting the political values of ecology, democracy, gender democracy, solidarity and non-violence through support for cultural, scholarly and development co-operation projects. The Foundation aims to become a focal point for debates on general principles and current issues, and to advance socio-political reform processes.
From1996 the Foundation began to support some projects in China from its office in Berlin. These early initiatives were centred on environmental education (working both with the State Environment Protection Agency and Chinese NGOs), and on support for women’s leadership programmes and counselling services (working both with the Women’s Federation and with women’s NGOs).
Since 2003, when it first fielded staff in China, the Foundation has worked in partnership with the Chinese Association for NGO Cooperation, CANGOs. Cooperation centres on research and dialogue (conferences, roundtables, publications, etc) that aim to provide a platform for exchange of knowledge, information and ideas in four main areas:
Environment and Energy Partners are NGOs and research organisations. Projects include research on green accounting and there are now plans for a regular Energy Roundtable with environmental NGOs and international agencies.
Political and legal reform Projects are mainly about empowerment of civil society and the promotion of governance and rule of law. Partners include government and Party agencies as well as grassroots NGOs, media and academia.
Economic reform, globalization and China’s new role in the world The Foundation is currently conducting a research project on regional and bilateral free trade agreements and their influence on sustainability. In cooperation with CANGOs, the Foundation promotes the concept of Corporate Social Responsibility in small and medium sized companies. Gender equality The Foundation is currently preparing a research project that will focus on women’s roles in the labour market and their access to labour and social security.
