This endowment was created by the United States Congress in 1983 to channel US government funds to four institutes that would promote democracy and good governance worldwide: The International Republican Institute, National Democratic Institute for International Affairs (see separate entries) the Center for International Private Enterprise and the American Center for International Labor Solidarity.

In addition, NED operates an ‘International Forum for Democratic Studies’ that organises conferences and seminars and publishes a Journal of Democracy. The forum has frequent contact with Chinese scholars, and has hosted various events related to governance in China.


NED receives US government funding, but also seeks contributions from corporations, foundations and private individuals.
