In 1967, Four American scientists established the Environmental Defense. They have utilized legal methods and their constructive nature to persuade companies, governments and community workers to protect the environment while not damaging economic systems. At present the Environmental Defense has over 400,000 members and over 250 environmental experts, economists and attorneys working for them.

In the past, the association has succeeded in helping to push the American government to pass laws prohibiting the use of DDTs; they helped persuade McDonalds to both stop using foam in hamburger packaging and control the use of the use of antibiotics in the production of animal based foods; they have helped draw Federal Express into developing “hybrid” delivery trucks. Environmental Defense played a critical role in the drafting of policy to utilize market mechanisms (emissions trading) to solve of the acid rain problem.

In China, Environmental Defense is presently engaged in a series of environmental policy promotion programs, and has devoted itself to seeking policies fitting to China’s means for the efficient control of the total amount of environmental pollutants released. In the initial stages of cooperation, the Environmental Defense worked with Chinese environmental agencies to create model studies in the cities of Benxi and Nantong. From 2002 to 2004, Environmental Defense has successfully cooperated with the national environmental department to launch the ”4+3+1” demonstration SO2 emissions trade project (note: Four providences:Shandong, Shanxi, Jiangsu, Hennan; Three cities: Shanghai, Tianjian, Liuzhou; and the China Hua Neng Group) They have also published books and CDs (in this order) <>, << Acid Rain Control in China: Total Emissions Control and Emissions Trading>>. Additionally they have also released the TV documentary series<>.

Presently, Environmental Defense is cooperating with several branches of the Chinese government to erect policy studies of several regions, build long term planning and develop a process for the dissemination of educational information. The organization is also continuing to promote its successful “emissions trading” project. Environmental Defense has proposed the government break up the central administration and instead promote a system of region environmental protection districts; simultaneously Environmental Defense has decided to broaden regional environmental cooperation to further include non-governmental groups.


Environmental Defense’s general budget was 4.46 million in 2003. Among which 60% came from individual members’ contributions, an additional 5% came from bequeaths, and 29% came from private foundations’ appropriations. Less than 1% of their budget came from corporate donors.
