Founded in 1981, IDE sets out to ‘make markets serve the poor,’ especially the world’s estimated 625 million smallholder farmers who live on less than one US dollar per day. It does this by identifying market opportunities that can be exploited by smallholders, and developing affordable, environmentally efficient technologies – such as small scale irrigation systems -- that will help them to increase their productivity. The organization places a strong emphasis on commercialisation -- not just introducing a technical fix, but fostering commercially viable local production and marketing of the technology.

IDE first started work in China in 1999, when it installed demonstration plots for drip irrigation systems in several sites in Gansu and Shanxi. In 2001, these experiments were extended to Guizhou where trials were also conducted to test and refine designs for low-cost water storage bags, water storage cisterns and treadle pressure pumps.

Since 2003, IDE has concentrated its efforts in Guizhou, where it is attempting to create opportunities for small farmers by helping to develop a modern persimmon industry, through the introduction of appropriate technologies, training and support for farmers. Teak production is also being assessed as a potential means for farmers to improve their livelihoods. The work in Guizhou is currently funded by the government of the Netherlands.

IDE helped to establish and continues to collaborate closely with a Poverty Alleviation Centre at Guizhou University.

IDE is a small international family of four organisations – in Canada, the United States, the United Kingdom and India – each with their own legal identity. An international secretariat is based in Colorado in the United States.

IDE projects are funded by grants from government and multilateral agencies and from NGOs, and by donations from private individuals and companies. There are three categories of individual donors: ‘Friends of IDE’ who undertake to donate USD 100 per year; ‘benefactors’ who donate USD 1,000 or more annually and ‘core supporters’ who donate USD 10,000 annually.
