The Phelex Foundation is a Massachusetts (USA) based charity founded in 1995 by a group of Boston-area residents. The foundation actively promotes basic education for financially, socially or physically disadvantaged children in the poverty-stricken regions of rural Asia (typically in places where the per capita income is below $150 a year). The Phelex Sustainable Tuition Aid Program (STAP) focuses on establishing self-sustainable funding sources through school operated work-study programs, educational partnerships, communal participation and volunteerism.

Instead of making donations, the foundation sets up small-scale commercially viable and eco-friendly agriculture projects with donations of $5,000-30,000. These projects include but are not limited to: tea gardens, sapling farms, or mushroom garden. Within 2-3 years, proceeds from these projects will supply a steady stream of cash flow to fund free tuition for all financially deprived children in the village. After meeting the tuition needs, revenues can also be used to fund students’ room and board, school fees and supplies, or improve school facilities. Until these projects become profitable, the Phelex foundation may provide direct tuition aid, to the school’s poorest children, with priority going to girls and ethnic minorities. The foundation assists the school farms in applying new farming technology and modern, transparent accounting. In addition, the foundation helps set up an elected Community Council to supervise the decision making process of the school farms, the tuition aid dispensation processes, and investments and local fund raising.

STAP relies on volunteers as project monitors, technical trainers, advisors, accountants and auditors, photographers, local fund-raisers, Community Council Coordinators. The five to eleven members of the Community Council, mostly elected volunteers and parents, deal with a wide range of issues ranging from distributing tuition aid funds, to supervising the finances of the agriculture project and special purpose accounts to ensuring integrity and transparency; advising the Principal on the overall financial management of the school; and helping the school and Phelex Foundation raise additional funding for the tuition assistance fund dedicated to the aid of children of poor families in the school district. Make regular reports to the Phelex Foundation as well as the local government.
