Founded in Washington D.C. in 1980, ADF aims to foster civic education and community development around the world. It works in both formal and informal educational settings, offering training in civic education and local governance with the goal of strengthening social organisations, business groups, government institutions and other interest groups. ADF has a presence in 30 countries and recent programs have included an NGO service center in Egypt, a program designed to build civil society in the West Bank and Gaza and a program addressing democratic governance in Haiti. The foundation is also operational in Iraq and in former soviet satellite states of Eastern Europe.

ADF opened a Beijing office in March 2007. Their goals for the first year of operations in China include training professors at Beijing Party School (北京党校) in democratic governance. The Foundation also plans to offer civic education training to Chinese high school social studies teachers. Longer term plans include exchange programs for US and Chinese academics and professionals to participate in seminars on Sino/U.S. relations. ADF is also seeking ways to contribute to the development of Chinese NGO’s.

ADF receives 99% of its funding from the United States Agency for International Development and Department of State.
