This organisation was founded in 1971, with direct funding from the US government Agency for International Development (USAID), as a means of distributing small grants to local NGOs in developing countries. By the early 1980s, Pact had begun to assist NGOs with institutional capacity building projects and grants, and this has remained a major main theme of its work. Since 1992 it has been an independent, non profit organisation, based in Washington DC.

Through training, technical assistance and mentoring Pact sets out “to strengthen organisations’ capacity to further development goals.” In addition, Pact promotes “information and knowledge networking.” It helps NGOs to acquire, manage and share information and knowledge, and publishes, in several languages, a wide range of materials about sustainable development, along with practical training manuals. Another area of work is “corporate community engagement” -- encouraging businesses to play an active role in supporting sustainable development. In a number of countries, Pact has also worked in fields of HIV/AIDS and microfinance.

In 2001 Pact established an office in Beijing to support the institutional development of Chinese NGOs. It has trained China’s NPO Network (a local NGO) in a process, known as Organisational Capacity self Assessment, through which NGOs reflect on their own situation and the most effective ways to achieve their goals. This “capacity building tool” was also piloted with six NGOs in Beijing,

In addition, Pact has provided training and consultancy servics, on topics such as fundraising, strategic planning, and project design and evaluation to numerous Chinese NGO clients, including the China Red Cross Society, Huiling, Xi’an Catholic Social Services, the Shaanxi Research Associaton for Women & Family and the Shaanxi Women’s Federation.

In the summer of 2004 Pact began work on corporate community engagement in China with a workshop to link corporations and NGOs.


In 2003, Pact’s global income was around USD 29 million. The great majority of this was in the form of grants or fees – from government agencies and private foundations -- for carrying out agreed projects, although the organization does also receive some donations. Funding for Pact’s work in China has come from the Ford Foundation, the American Red Cross, the US State Department, Misereor and Pac’s own unrestricted funds.
