Founded in London in 1824, the Royal Society for the Prevention of Cruelty to Animals is the world's oldest animal welfare organisation and the UK’s sixth largest charity. One of its founders was a British Member of Parliament, Richard Martin, who championed a parliamentary Act protecting cattle, sheep and horses from cruelty, and during its early years the Society concentrated on encouraging prosecutions under this law. Today, the RSPCA employs over three hundred uniformed Inspectors and 146 Animal Collection Officers working throughout the UK to investigate complaints of cruelty to animals.
RSPCA International, also based in the UK, is the organisation’s international arm. It works with local partners, including NGOs, voluntary groups, academic institutions and local or national government agencies, to provide advice and training in animal welfare legislation and protection, and responds to appeals for emergency assistance following natural disasters. East Asia is one of the RSPCA’s priority overseas countries, along with East and Southern Europe.
RSPCA International’s involvement in China began when the it made contact with a number of local animal welfare groups in 1999. Since then, the RSPCA has provided funding for the Law Institute of the University of Science and Technology of China in Hefei to publish a university textbook on animal welfare. An Education Group for the Protection of the Environment and Animals, also based in Anhui, was given funds to publish educational materials, establish a resource centre and hold an animal welfare forum.
In Beijing, It has also helped the Beijing Man and Environment Education Centre to construct a pet animal adoption and education center and acquire an animal rescue vehicle. Animal rescue vehicles were also donated to a Raptor Rescue Center at Beijing Normal University.
In 2002, the RSPCA’s total income was EUR 125 million, around 90% of which came from legacies and donations from private indidividuals. Around EUR 600,000 was allocated for RSPCA International’s work overseas.
